Jira is really big on things like issue tracking, bug tracking, test case management, with beautiful, intuitive visuals to ease navigation when working with them as a product person.
Azuredevops on the other hand is more technical, it has those things and additional capabilities such as Ci/cid pipelines, source code management etc. It has more technical functionalities than Jira. For choice, I will go with AzureDevops, speaking from a developer point of view.
